Kishtwar, [28 April, 2025] – Demonstrating its commitment to grassroots engagement, the Kishtwar District Administration, led by Deputy Commissioner (DC) Sh. Rajesh Kumar Shavan (JKAS), convened a significant Public Darbar in the geographically challenging Warwan area of Sub-Division Marwah. This initiative, a key component of the district's public outreach program, facilitated direct interaction between administration officials and local residents, providing a platform to understand and address pressing developmental requirements.
A substantial number of Warwan residents, including respected community leaders, actively participated in the Darbar, voicing a range of critical concerns to the DC. Key issues raised encompassed the urgent need for improvements in infrastructure development, enhanced healthcare services, better access to quality education, improved road connectivity, and reliable communication networks.
Dr. Mohd Ashraf (JKAS), the Sub-Divisional Magistrate (SDM) of Marwah, provided DC Kishtwar with a comprehensive overview of ongoing developmental projects within the subdivision, outlining their current progress and the overall administrative landscape.
Several critical public concerns took center stage during the interaction. These included the detrimental impact of staff shortages at Government Higher Secondary School (GHSS) Afti Warwan on educational quality, the inadequacy of existing healthcare facilities to meet the needs of the remote population, the lack of consistent internet connectivity hindering progress and communication, and the critical requirement for a dedicated school bus for girl students commuting daily from Mulwarwan to Sukhnai, ensuring their safety and access to education.
Further demands put forth by the community included the strengthening of the IGNOU Sub-Centre through enhanced resources and establishment, the provision of a much-needed public library to foster learning, and the widening of the vital Margan Top road to improve accessibility and connectivity to the region.
Responding proactively to the concerns, the DC issued clear directives for the acceleration of all ongoing road and bridge construction projects within the subdivision, recognizing their crucial role in the region's development. Emphasizing strategic planning, he further instructed concerned authorities to ensure thorough consultation with the Hon'ble Member of the Legislative Assembly (MLA) before submitting Detailed Project Reports (DPRs) for any new road projects.
In a significant step towards improving educational infrastructure, DC Shavan directed the Roads and Buildings (R&B) Department to expedite the tendering process for the construction of the Kasturba Gandhi Balika Vidyalaya (KGBV) building and a Girls’ Hostel immediately upon completion of the necessary technical assessments.
In a move that will provide significant relief to commuters, the DC announced the resumption of two-way traffic on the National Highway connecting Kishtwar to Srinagar via Sinthan Top, effective immediately, following the prolonged winter closure.
Addressing the critical need for digital connectivity, the DC issued a firm directive to telecom operators, including Jio and BSNL, to establish robust 5G Fiber Internet connectivity in both Warwan and Marwah within a stringent timeframe of one month. Furthermore, he mandated all government departments to ensure 100% saturation of all centrally sponsored government schemes, ensuring that the benefits of these initiatives reach every eligible resident.
Responding directly to the needs of young women in the region, a delegation of girl students met with the DC to formally request the provision of a dedicated school bus. Acknowledging the importance of safe and reliable transportation for girls' education, he promptly directed the relevant authorities to allocate a bus under the District Capex Plan.
DC Kishtwar demonstrated a commitment to inclusive governance by attentively listening to all other grievances presented by the public. He assured the residents of the District Administration's unwavering support in addressing their genuine demands.
The Public Darbar concluded with on-the-spot directions issued to concerned officials for the immediate redressal of several pressing issues, showcasing the administration's proactive approach. Other matters requiring more in-depth consideration were duly noted for further necessary action and resolution.
