Kishtwar, Jammu & Kashmir – May 19, 2025 – Deputy Commissioner (DC) Kishtwar, Sh. Rajesh Kumar Shavan, JKAS, spearheaded a crucial meeting today to meticulously review the advancements made under the District Good Governance Index (DGGI) up to March 2025. This initiative underscores the district administration's commitment to enhancing governance and development across various sectors.

The core objective of the meeting was to thoroughly evaluate the effectiveness of diverse governance interventions implemented throughout key sectors, aligning with the well-defined parameters of the DGGI framework.

DC Kishtwar conducted an in-depth, sector-by-sector analysis, scrutinizing performance in vital areas such as Agriculture, Animal Husbandry, Horticulture, Employment generation, Education, Healthcare, Rural Development, Public Infrastructure, Jal Shakti (Water Resources), Banking, and other essential departments.

The primary focus remained on assessing the impact of governance measures as outlined by the DGGI and meticulously analyzing relevant indicators. This approach aims to provide valuable insights into the current standing and track progress over time, enabling data-driven decision-making for further improvements.

Emphasizing the critical need for continuous improvement, DC Shavan directed all departments to prioritize enhancing their performance concerning the DGGI indicators. He issued specific instructions targeting key areas, including boosting poultry production through dedicated counseling and robust support mechanisms, expanding the reach of the Kisan Credit Card (KCC) scheme, increasing food grain output, accelerating the growth of key horticultural products, actively promoting crop insurance schemes, and providing comprehensive support to Micro, Small, and Medium Enterprises (MSMEs).

Furthermore, the DC stressed the importance of addressing gender parity and improving student retention rates at the crucial secondary school level. To achieve this, he mandated collaborative efforts between Village Level Committee members and the Education Department to organize widespread awareness camps across all villages within the district.

In a significant move towards strengthening infrastructure, DC Kishtwar instructed the Rural Development Department (RDD), Revenue Department, and other relevant agencies to proactively identify suitable land for the construction of Anganwadi Centers. This initiative aims to transition these vital community centers from private accommodations to permanent, government-owned buildings on a large scale, ensuring better facilities and accessibility.

Highlighting the importance of learning from past performance, DC Shavan urged officers to meticulously analyze previous DGGI reports. This analysis will enable them to pinpoint existing gaps and formulate targeted strategies to effectively bridge these gaps, ultimately leading to the achievement of desired developmental outcomes.

DC Kishtwar concluded the meeting by encouraging all departmental officers to dedicate themselves with renewed enthusiasm and unwavering commitment to achieving tangible improvements in developmental outcomes within the DGGI framework. He emphasized the paramount importance of consistently adopting and implementing good governance practices across all levels of administration.

The meeting witnessed the active participation of key district officials, including CEO KDA/ACD Kishtwar Kaiser Bhawani, DSEO Kishtwar Akhil Thakur, EO Municipality Kishtwar Mirza Mumtaz Iqbal, AD Handicrafts Kishtwar Pardeep Shan, CMO Kishtwar Dr. Rajinder Kumar, CHO Kishtwar Sajid Mustafa, DSHO Kishtwar, Dy. CEO Kishtwar, ExEn PMGSY, and various other sectoral officers.
