MLA Inderwal, Sh. Pyare Lal Sharma (virtually), and DC Kishtwar, Sh. Pankaj Kumar Sharma, JKAS, today launched Sampoornata Abhiyan 2.0 in Aspirational Block Marwah, with the aim of achieving 100 percent saturation of 06 key indicators of the Abhiyan for the Aspirational Block Marwah within the prescribed timeline.


The launch event was held under the directions of NITI Aayog, Government of India, and the UT Government Administration.

The launch programme was held at the Conference Hall, Mini Secretariat (New DC Office), Kishtwar, under the chairmanship of the Deputy Commissioner, Kishtwar, Sh. Pankaj Kumar Sharma, JKAS, and witnessed enthusiastic participation from officers of all line departments.

The programme commenced with a virtual inaugural recorded video message address by the MLA Inderwal, Sh. Pyare Lal Sharma, who emphasized inclusive development, effective service delivery, and focused governance in Aspirational Block Marwah.

The CPO Kishtwar, Sh. Akhil Thakur, presented a PowerPoint presentation on the key targets and shared detailed insights into the campaign.

Sampoornata Abhiyan 2.0 is a national-level initiative aimed at achieving complete saturation of key developmental indicators across 05 sectors, including Health and Nutrition, Education, Agriculture, Basic Infrastructure, and Social Development in the Aspirational Blocks.

In District Kishtwar, the campaign will be implemented from 28 January 2026 to 14 April 2026, with the aim of achieving 100 percent saturation of the 06 key indicators.

The Calendar of Activities has already been notified by the District Administration, Kishtwar, to all concerned departments. The Deputy Commissioner, Kishtwar, has further directed all Heads of Departments of the line departments to strictly adhere to the scheduled activities on the notified dates.

Details regarding the required departmental interventions during the campaign, aimed at achieving saturation, have also been shared with all departments for timely and effective implementation.

The 06 Key Indicators for Saturation includes supplementary nutrition coverage for children aged 6 months to 6 years; measurement of nutritional efficiency of children enrolled at Anganwadi Centres (AWCs); percentage of AWCs with functional toilets; and percentage of AWCs with drinking water facilities.

In the Education sector, improving the percentage of schools with functional girls’ toilets, while in the Agriculture and Allied sector, the target is achieving full coverage of bovine animal vaccination as per indicators notified under the Abhiyan.

During the event, the Deputy Commissioner inspected stalls set up by various departments showcasing welfare schemes, services, and locally produced products aimed at improving grassroots service delivery.

He stressed the need to bridge existing gaps in Aspirational Block Marwah and directed all departments to focus on the six key indicators notified, while also giving due focus to all 40 indicators, with special emphasis on achieving 100 percent saturation and securing top national recognition.

The DC also issued necessary directions to the officers for better service delivery.

The DC directed the ZEO Marwah to intensify school inspections, Improving Retention Rate, and teacher sensitization efforts to improve academic performance beyond 60 percent, noting that education outcomes remain a crucial indicator of overall development.

He further stated that road connectivity from Dachan to Marwah remains a top priority of the district administration and informed that work on the stretch is ongoing and will be completed in a time-bound manner.

Appreciating the recent internet connectivity in Marwah and Warwan, the DC remarked that improved digital access will significantly enhance governance efficiency and boost tourism potential of the region.

He also directed all the HODs of line departments to ensure 100 percent saturation of all indicators by March 2026.

DDC Member Marwah, Sh. Sheikh Zafarullah, while addressing the gathering, emphasized the importance of close coordination among all departments and stakeholders and urged that more such developmental programmes be organized in Marwah for greater public outreach.

A Sampoornata Pledge was also administered by the DC Kishtwar to all participants during the event, reaffirming the collective commitment of the district administration and line departments toward achieving complete saturation of key developmental indicators.

Recalling the district’s outstanding performance under Sampoornata Abhiyan 1.0, the Deputy Commissioner stated that Aspirational Block Marwah had successfully achieved saturation of five out of six targeted indicators, earning a Silver Medal in Sampoornata Abhiyan 1.0.

This time, he directed all departments to work in close coordination to saturate all six key indicators so that the Aspirational Block may secure a Gold Medal.

He stated that this achievement will be possible only through strong inter-departmental convergence, sustained field engagement, and result-oriented governance.

Building upon this success, the DC announced that regular review meetings at both district and block levels will be conducted to monitor progress, identify gaps, and implement timely corrective measures.

He directed all district officers as well as sectoral heads to ensure frequent field visits to Aspirational Block Marwah to maintain momentum and ensure timely achievement of targets.

The programme concluded with a strong reaffirmation by all departments to uphold the legacy of excellence achieved during Sampoornata Abhiyan 1.0 and to implement Sampoornata Abhiyan 2.0 with renewed dedication, coordinated action, and sustained field presence to accelerate inclusive development and improve service delivery across District Kishtwar.
